SANCOLD MANAGEMENT COMMITTEE

The SANCOLD Constitution makes provision for transitional management arrangements from the old to the new structure. Elections will be held every year to elect members to the Management Committee to fill vacant posts. A system of staggered terms of office has been introduced to ensure continuity. The first elections will be held during the SANCOLD Annual Event in early November 2009. More detail will follow via SANCOLD News.

The current Management Committee is composed of the persons below. Brief SANCOLD biographies are given and a photograph to give a “face” to SANCOLD.

The SANCOLD Executive Committee consists of the Chairperson, Vice-Chairperson, Secretary and Treasurer.

Rob Williamson Chairperson

Rob has had a long involvement with SANCOLD and ICOLD and has been instrumental in driving SANCOLD restructuring initiative. He is now a Technical Consultant in Knight Piésold (former Director). Rob is Chairman of the ICOLD Technical Committee on Tailings Dams which has produced several reports.

Peter Pyke Vice-Chairperson

Peter has spent most of his career with the Department of Water Affairs and Forestry serving in various positions in construction, operations and planning of water infrastructure. He is currently a Chief Engineer in the Directorate Options Analysis. He served as SANCOLD Treasurer from 1992 - 2005 and has attended various ICOLD meetings since the Durban Congress of 1994. Peter is a Vice-Chairman of the ICOLD Technical Committee on Operation, Maintenance and Rehabilitation of Dams.

Paul Roberts Secretary

Paul retired from DWAF in 2003 after 43 years service, rising to Deputy Director General: Water Resources Management. Since retirement he has been consulting. Paul has been involved with SANCOLD for over 40 years and is a former Secretary and Chairman. Paul served as the Executive Secretary of the SANCOLD Organising Committee for the 1994 ICOLD Congress held in Durban. He was Chairman of the ICOLD Technical Committee on Shared Rivers and a Vice-President of ICOLD from 2002 to 2005.

Beason Mwaka Treasurer

Beason started his career in academics as a lecturer/researcher at a number of universities in Kenya, UK and lastly in South Africa. He joined DWAF in 2000, where he is presently the Director for Water Resources Planning Systems. He represents the DWAF (Policy and Regulation Branch) in one of the reserved places. He is also a regular facilitator at SANCOLD organized courses.

Danie Badenhorst

Danie is a Technical Director (Dams) of BKS Consulting Engineers. His experience covers dam engineering services for 11 years with DWAF and 22 years with BKS. He joined BKS in 1987 after filling the post as Chief Engineer: Dam Safety Office. Danie serves on the ICOLD Committee on Small Dams and has been a co-opted member of SANCOLD since 2005.

Gerrit Basson

Gerrit is a Professor of Hydraulic Engineering at the University of Stellenbosch and has been instrumental in arranging SANCOLD courses and conferences. He is Chairman of the ICOLD Committee on Sedimentation of Reservoirs and also a General Reporter at the 23rd ICOLD Congress in Brasilia in May 2009 on the topic of reservoir sedimentation. Gerrit represents the Universities (HESA: Higher Education South Africa) on SANCOLD in one of the reserved positions.

André Bester

André worked for several years in DWAF and is currently employed by Goba (Pty) Ltd where he is Deputy Project Manager on the VRESAP Project. André is SANCOLD’s Webmaster.

Leon Furstenburg

Leon is Managing Director of Knight Piésold. He was an alternate member representing Consulting Engineers SA (CESA) in terms of the old structure. He is a member of the ICOLD Committee on Dams for Hydroelectric Energy.

Hans Moes

Hans Moes has been the representative of the CSIR on SANCOLD over the past decade. The CSIR hydraulics group in Stellenbosch is involved in small-scale model studies of dams, as well as in environmental impacts of hydraulic and coastal structures. Hans has been active in this field over the past four decades and represents the hydraulic engineering interests of the CSIR in these fields.

Lehasa Moloi

Lehasa is a Chief Director: NWRI Operations and has rejoined SANCOLD. He represents DWAF (National Water Resource Infrastructure) in one of the reserved positions.

Chris Oosthuizen

Chris was the previous SANCOLD Secretary. He is currently the Senior Specialist Engineer: Dam Safety Surveillance in DWAF. Chris is also a Professor extraordinaire at the Tshwane University of Technology. He is the Approved Professional Person (APP) for more than 150 dams in South Africa and since 2 000 the "Dam Expert" for two arch dams (180 and 145 metres high respectively) in Switzerland (equivalent of the APP in the RSA). Chris serves on the ICOLD Committees on Dam Safety and of Dam Surveillance.

Ivor Segers

Ivor was the previous Assistant Secretary of SANCOLD. Ivor is employed by DWAF and is currently the Programme Manager for the Dam Safety Rehabilitation Programme.

Alan Shelly

Alan is employed by Aurecon (formerly Ninham Shand). He represented the Institute of Municipal Engineers of South Africa (IMESA) in terms of the old dispensation.

Tente Tente

Tente represents SAICE in terms of the new structure in a reserved position. Tente is employed by TCTA where he was Project Engineer for the recently completed Berg Water Project. He is currently the Project Manager for the Mooi Mgeni Transfer Scheme Phase 2 (MMTS2).

Theo van Robbroeck

Theo is well-known in water resources management, especially for his role in the Lesotho Highlands Water Project. Theo worked for many years in DWAF and then became DG of Public Works until retirement. Theo has been closely involved in SANCOLD and ICOLD. Theo was the Chairman of the SANCOLD Organising Committee which organised the highly successful 1994 ICOLD Congress held in Durban. He was Vice-President and subsequently President of ICOLD (1994-1997). He is an Honorary President of ICOLD.
